FICPI, the International Federation of Intellectual Property Attorneys, broadly representative of the free profession throughout the world, assembled at its Executive Committee held in Copenhagen, Denmark, 11 and 12 September 1959, passed the following Resolution:
The Executive Committee of FICPI expresses the wish that the Presidents of the Patent Offices of the countries in which patent applications are subjected to novelty examination and wherein an arrangement is envisaged for the simplification of the examination proceedings will recommend the introduction of the following provision in such arrangement:
The administration of each country party to the present arrangement shall be entitled to require from the applicant for a patent, within a maximum term of six months from the date of filing in such country, a complete list of the citations made by the Patent Office of any foreign country, during the examination proceedings in such foreign countries, of the patent applications covering the same invention.
